Mumbai plans world's tallest apartment block

The tower would be designed by New York-based Pei Cobb Freed and Partners and would be 117 storeys high

Mumbai: An Indian property group on Tuesday unveiled plans to build the world's tallest purely residential tower in Mumbai, the country's booming financial capital.

Lodha Developers said the tower would be 117 storeys high and would be designed by New York-based Pei Cobb Freed and Partners, the architects of the Louvre Pyramid in Paris and the Bank of China building in Hong Kong.
"At 1,450 feet (442 metres), the tower will be the tallest of its kind," Abhisheck Lodha, managing director of Lodha Developers, told reporters as he presented a scale model of the complex.
Called "World One", it will be located in central Mumbai on the plot of a defunct textile mill and should be completed by 2014.
The development will contain more than 300 apartments and include large green spaces, cafes and an open-air observatory.
Mumbai's sky-high property prices continued to rise during the global economic downturn, even though the city is plagued by water shortages and poor infrastructure.
The city's central district was a textile mill hub until a few decades ago, but a large labour strike in the 1980s and the entry of new power loom complexes led to the old mills' demise.
In their place have risen shopping malls, luxury apartments, hotels and high-tech corporate offices.
"This is to meet the aspirations of the global Indian and to establish a landmark for the city," Lodha said. "We are trying to create the Rockefeller Centre-type experience."
The developer expects the base price of an apartment to be upwards of 75 million rupees (1.63 million dollars), while luxury multi-storey properties could cost up to 10.5 million dollars.
The tower will cost about 440 million dollars to build, the Lodha group said, and apartment sales will start this month.
At present, the world's tallest residential tower is the 323-metre Q1 on Australia's Gold Coast, while Mumbai's 60-storey Imperial twin-towers are India's tallest, at 249 metres.
There are taller buildings around the world, including Dubai's Burj Khalifa at 828 metres, and the Canton TV Tower in Guangzhou, China, at 610 metres, but these are not purely residential.
City residential rates have risen about 30 percent in the past six months, analysts say, due to higher input costs.
"The market for luxury homes in Mumbai is growing," said Param Desai, real-estate analyst with Mumbai's Angel Broking said.
"Liquidity is improving and salaries, disposable income is on the rise," Param told AFP.
India's economy recorded 7.4 percent growth for the year to March, official data released last month showed.
India's top property firm, DLF, has plans to launch Mumbai's largest luxury residential project, a few blocks from the proposed World One tower.
This project would have 1,000 apartments in three buildings, of 80-90 floors each, industry sources said.

Walkeshwar's tallest buiding in trouble.

The 32-storey building being built by the Filmaker's company is in trouble over an alleged breach of the Coastal Regulatory Zone Notification. According to an affidavit by the Maharashtra Coastal Zone Management Authority, Bharat Shah's firm Layers Export Corporation which is building 'Legend' did not submit its plans to the authorities.

New Property Tax Structure for Mumbai, from Oct

The Civic body's plan to change the property tax structure got a nod from the general body of elected representatives. From the current rateable value system of calculation, the property tax structure will be changed to a capital value system. The new system will be applicable from October. The data required to calculate include the value is still  to be compiled. Accordingly, those living in the island city will pay twice as much the property tax they currently pay. Suburbanites, on the other hand will pay lesser - about 70-75% of what they pay now.

Civic sources said commercial properties in the island city would have to pay thrice as much as the extant amount.

LIC HF reverse mortgage awaits insurance tie-up

State-owned home finance company, LIC HF is awaiting the National Housing Bank's tie-up with insurance companies before launching its reverse mortgage scheme for senior citizens. The National Housing Bank is tying up with insurance companies, including LIC, for restructuring of reverse mortgage. Reverse mortgage is a financial product that enables senior citizens (60-plus) who own a house to mortgage their property with a lender and convert a part of the home equity into tax-free income without having to sell the house.

Documents needed to Register a CHS:

To enjoy the benefits of living in a co-operative housing society it is essential that the society be registered. Given below are some of documents that need to be submitted to the registering authority:

1. An application for registration of co-operative housing society in Form A, along with Statement A.

2. Statement of Accounts along with bank balance certificate.

3. A copy of the proposed model by-laws of the society. 

4. Title clearance certificate from an advocate.

5. A true copy of the approved building plan.

6. Letter of authority that grants permission to commence construction or a completion certificate as applicable in the case of a proposed society.

7. An affidavit on stamp paper from at least 10 proposed members to the effect that they are residing in the area of the proposed society.

8. Certified true copy of the agreement made on stamp paper and registered between the builder/promoter and the flat purchasers.

In situations where the promoter of the proposed society is a firm or a company, a letter of authority from such a firm or a company authorising the promoter who sign on behalf of the firm or company if necessary.

 

Associate Membership:

According to by-law number-19B, an individual, a firm, a company or a corporate body registered under any law for the time being in force who/which has made an application in the prescribed form such membership along with entrance fee of Rs 100 may be admitted as such member by the committee.

 

Right to Information:

Each member of a co-operative housing society has the right to see information from the society regarding any transactions that the society may have made according to by-laws the society should furnish the information that the member has asked for within 30 days from the receipt of its request. However the society also has the right to fix a reasonable fee for providing such information.

 

The Consumer Protection Act:

Any dispute that involves a housing society and any member with respect to rendering of any services such as allotment of house, possession of house, maintenance services, in relation to housing complex, etc. are covered by Consumer Protection Act, 1986. A member can approach the consumer forum to claim compensation and damages against the housing society for rendering deficient services.

Bombay is India’s costliest city : Economic Times Survey

Mumbai may be a city of opportunities, where people come in from all around the country to shape their careers. But it’s also the costliest city in India, and that too by huge margins, reveals the pioneering survey of cost of living across India’s 8 largest cities, conducted by The Economic Times.

The cost of living in the city is about 87 per cent higher than in Hyderabad--  the cheapest city, as per the survey. New Delhi, which is the second costliest, is nearly 20 percent cheaper than Mumbai.

How does that translate into effective compensation levels? Take illustratively, a person drawing a salary of Rs 15,000 in Hyderabad and spending 70  per cent of the amount on her monthly consumption basket. To maintain the same standard of living in Mumbai with the same amount of savings, she  would need to earn over Rs 24,000.

In fact, for any person who comes to this city, the difference  in price levels always presents an initial shock. For instance, the price of cauliflower in Kolkata is just a little above what a quarter kg costs in Mumbai. People coming in from most parts of the country also get surprised to find out that the default vegetable price quoted in Mumbai is that for a quarter kg!

While vegetable prices present a clearly evident difference, it’s really the high rentals and traveling costs that burden Mumbaiites’ expense bill. This survey has looked at a standard consumption basket of a representative family in different cities—where the family stays in the median locality of the city (Andheri, in Mumbai’s case) and the working couple travels to the most common business district (Nariman Point) by car.

The rent and travel expenses for such a family in Mumbai would be about 44 per cent higher than in Delhi and a whopping 3.7 times the expenses in Hyderabad or Ahmedabad. So it’s no wonder that some Mumbaiites try to beat these differentials, either by staying further away or by taking public transport, in  which case they compensate for the actual cash flow with more hardship and time.

The survey is based on prices of 51 items in each of the eight cities—covering items like grocery, fruits and vegetables, tobacco and booze, sweets, eating out, rent, travel, utilities, clothing medical consultation., school and private tution and domestic help.

Latest judgement

According to a recent judgement, builders and promoters cannot sell basement, stilt and open parking spaces

The judge said that the dictionary meaning of garage was a “building for keeping vehicles”. Thus, only a closed or lockup garage could be sold by a builder. Covered parking spaces like basements or stilts are open parking spaces did not qualify to be termed garages.

Latest Budget Proposal

According to the Budget Proposals, stamp duty valuation will be taken for the purpose of Capital Gains.

If a person sells his/her residential flat for, say,Rs,10Lakh, whereas the value as per the stamp authority is Rs 12 lakh, then Rs, 12lakh will be taken as the total consideration received by such person for the purpose of capital gains.

Here are some of the things that you need to know before applying for a housing loan

For what purpose can I avail a home loan?

You can avail a home loan for constructing, purchase of a ready built house or flat or the purchase of a residential plot and to take over of the residential plot and to take over of the existing loans from other banks of housing finance companies.

How will a housing finance institution decide the loan amount I am eligible for?

The bank will decide the loan based on your repayment capacity. Repayment capacity takes into consideration factors such as income, age, qualifications, number of dependents, spouse’s income, assets, liabilities, stability and continuity of occupation and savings history. However, usually the eligibility of loan shall not exceed 85 per cent of the cost of property.

Who can be the co-applicant for the loan?

You can include your spouse as a co-applicant for the home loan. His or her income can be added to enhance the loan amount. However all co-owners of the property should necessarily be the co-applicants.

How do I repay the loan?

You repay the loan in equated monthly instalments (EMIs) comprising principal and interest. Repayment by way of EMI commences from the month following the month in which you take full disbursement.

What is pre-EMI interest?

Pending final disbursement of the housing loan, you pay interest on the portion of the loan disbursed. This interest is called pre-EMI interest. Pre-EMI interest is payable every month from the date of each disbursement up to the date of commencement of EMI.

What security will I have to provide?

The security for the loan will be the first mortgage of the property to be financed normally by way of deposit of title deeds and/or such other collateral security as may be necessary. Collateral security for by way of assignment of insurance policy or any such other assignable financial instruments are also required as security to the loan if deemed necessary. Please do ensure that the title to the property is clear, marketable and free from encumbrance. To elaborate, there should not be any existing mortgage, loan or litigation, which is likely to affect the title to the property adversely.

Can I repay loan ahead of schedule?

Yes. You can repay the loan ahead of schedule.

Tata Homefinance

Tata Homefinance Ltd (THFL) has introduced a variable rate product. The individual home loans from Tata Homefinance will now be available at a floating rate of 11.50% p.a. This is for a period of 20 years. The equated monthly installment (EMI) will be 1067 per lakh. The variable rate of interest is on a monthly rest basis. This product is  applicable from 7th March, 2002 for all new customers.

IDBI Bank

IDBI Bank has announced a reduction in the rates of its home loans. The rate for the five-year tenor is 11 per cent, with an EMI of Rs. 2,174, and for the 5-10 year and 10-15 year tenor is 11.5 per cent, with EMIs of Rs. 1,406 and Rs. 1,168 respectively. The rate of the longer tenor has thus been dropped by 50 basis points. The bank is offering home loans on a monthly rest basis, as opposed to the annual rest basis adopted by most other banks. There is now no penalty on pre-mature payment of loans.

Citibank

Citibank is expecting to get Rs. 1,500 crore in housing loans in the year 2002, as opposed to Rs. 900 crore in the previous year, in the New Delhi sector. The bank extended Rs 250 crore housing loan during the past two months. Citibank offers a 100 per cent home loan, with an overdraft facility, which reduces the loan period to seven years from 15 years.

Buyer's check

Flat Buyers’should check…….

Before  finalising  the deal,  one  must get information on  certain vital facts about  the builder in terms of his previous projects. Check his track record on amenities promised versus  provided and maintenance. These issues can be discussed with the occupants of his earlier projects. Also find out how long he has been in the industry and whether he is he known to give timely possession.

Any question, however simple it may seem, has to be asked to the builder and all doubts must be clarified before you finalise any deal.

Some  of the important points to be covered are:

Does he have a clear title to the land?

Has the builder got his plans approved by the BMC and has he been given permission to start work? This can be ascertained by intimation of disapproval (IOD) and Commencement Certificate (C.C) for the project under construction.

What are the plans, designs and amenities offered by the builder? While looking at the plans, make sure that the optimum use of the space is made with minimum wastage area. Also make sure that the interior layout is comfortable, according to the space.

Will you get possession in time? A delay in getting possession of your flat may result in hardship and inconvenience to you and your family. So, please ensure the period for which you shall have to wait to get the possession is clearly stated.

Have the occupancy certificate formalities been  complied with? If you are taking ‘Ready Possession’ property, ensure that the builder has received the Occupation Certificate from BMC. This certificate confirms the construction of the building according to the approved plans.

A few things you must check:

Area of the flat: Always check the actual carpet area of the flat. Measure  it yourself with the help of the site engineer.

Quality of construction: As the quality of construction cannot be verified visually, ask the builder about the brands/types of cement, paint, tiles, fittings, etc. used in the building. Also make sure the waterproofing is done up to the mark.

Project approval by housing finance companies: Check whether the project of your interest is approved by reputed housing finance companies. It is easy to get a housing finance loan for an approved project.

Additional charges: Confirm with the builder) whether any additional charges like legal fees, society deposits, corpus fund etc. are included in the agreement or not.

After,sales service: Does your builder offer any services like suggestions for interior decoration, estimated sample flat furniture costs, maintenance services of the plumber, electrician, gardener etc. helping in society formation. LPG transfer formality and telephone connection?

While taking possession ensure you have the original registered copy of agreement and registration receipt, receipts of entire payment are given to you, take original receipt of possession duly signed by the builder, procure MSEB deposit’s original receipt in your name from the builder, maintain file of documents of any and every transaction you make with the government, local authorities, builder and society, procure all keys of the flat and use an extra lock of standard make and see that your name is properly entered  in the society and PMC records.

HDFC reduces interest rates
Housing Development Finance Corporation (HDFC) has announced a cut of 50 basis points in the interest rates on its floating rate home loans and another cut of 25-50 basis points in fixed rate loans. Its loan rates now vary between 9.75 per cent and 10.75 per cent for loans whose duration varies from 1 to 20 years. HDFC has also introduced a monthly rest product at 25 basis points higher than its annual rest products. Rates will thus vary between 10 per cent and 11 per cent, depending on the tenure of the loans. HDFC has also opted for a one-slab system where all loans will be uniformly priced, irrespective of their quantum.

Maharashtra Infrastructure Sector
The infrastructure sector in Maharashtra will soon operate under the Maharashtra infrastructure Development and support Act. The draft of the act, prepared by Crisil Infrastructure Advisory with the help of the Maharashtra Economic Development Corporation (MEDC), proposes to bring sectors like tourism and entertainment under the infrastructure category.

PNB Housing Finance has registered a 45 per cent growth in operating profit at Rs 12.43 crore. Total income of the company increased by 28 per cent to Rs 67 crore while profit from operations was up by 45 per cent at 12.43 crore. Loan sanctions went up to Rs 289 crore while disbursement was at Rs 268 crore.

The Japan Bank for International Cooperation  will focus on assisting projects in infrastructure including power and transportation in India for the next three years by providing knowledge assistance in policy-making. The priority of JBIC’s assistance will be on poverty reduction, a primary goal of the 10th Five-Year Plan.

In a boost to the construction industry in the state, the Himachal Pradesh cabinet has allowed buildings in core areas in major towns, increasing the number of storeys in restricted and other areas and permitting construction along national and state highways. The decision would facilitate construction of buildings in core areas in Shimla, Dharamshala, Dalhousie planning area and Manali where construction is banned.

Canfin Homes profits rise  
Canfin Homes, the housing finance arm of the Bangalore based Canara bank, has reported a 12 per cent rise in its net profits for the recently concluded fiscal year 2001-02. A profit of Rs 19.81 crore was reported for the fiscal year as opposed to Rs. 17.71 crore for the previous year. The board of directors of CHL has also recommended a dividend of 25 per cent as against 23 per cent in the previous year. There was a rise of 29 per cent in sanctions during the fiscal year 2001-02, which stood at Rs 401.22 crore.

IDFC plans Rs 1,000-cr paper  
The infrastructure Development Finance Company (IDFC) has plans to discuss a basic concept paper on structuring the Rs 1,000 crore equity fund set up by the government to fiancé infrastructure projects. The paper will then be submitted to the government for approval. The board hopes to launch the equity fund in August.

Land valuation flayed  
Parliamentary committee has severly criticized the government on the issue of land valuation in divestment of stake in PSUs, saying asset valuation guidelines were “inadequate and vague”. The Standing Committee on Finance said in its 30th report that land should be valued separately and should be factored into total asset value.

Shree Cement Profits decline  
Shree Cement registered a 55 per cent decline  in net profit in Kolkata, to Rs. 1.9 crore in the three months ended March 31, as opposed to Rs. 4.3 crore in the corresponding period in the previous year. There was a growth of 4.4 per cent in net sales, at Rs. 143.6 crore as opposed to Rs. 137.5 crore in the corresponding period in the previous year.

Cement prices revive  
The price of cement in the East is finally showing signs of revival. The leading players in the industry  in this region include ACC, Lafarge and the Gujarat Ambuja group, who have increased cement prices by Rs.10 to Rs.15 per bag in West Bengal, Orissa and Bihar. The manufacturers are expecting this trend to continue over the next few weeks, especially since there is an increase in demand for cement in the region.

Hoardings in the city  
The Bombay High Court has passed an interim order that bans any new advertisement hoarding from being set up in Mumbai. This order was passed after a petitioner pointed out that trees were being illegally chopped down or pruned to give the public a clearer view of hoardings.  
Advertisers who had received permission for hoardings before the court order was passed still continue to cut and prune trees since they are beating the time limit.

Land policy for ports  
The ministry of shipping is considering the proposal to come out with a uniform land policy for two old major ports, Mumbai and Kolkata. The ports have  made their presentations to the ministry with their respective land policy and now are  awaiting ministry approval. The ministry has taken up the matter, and a uniform land policy would be approved within a few months.  
There are idle properties in both ports, the valuation of which can run into hundreds of crores. if cleared, the port can lease out lands on a 99 – year lease  and nominal rent of Re 1 per 100 square metre subject to revision up to 25 per cent on every 10 years.

Nidhi’s ask for norm change The Chamber of Nidhis and Nidhi Companies, Chennai, has asked for some  changes in the norms relating to loans against house property and gold jewels. The Chamber already had grievances against the recommendations of the Sabahyanagam Committee. According to the Chamber, the need for loan against house property may differ from place to place. Apparently, some nidhis may have lent 90 per cent funds against house property, and it would therefore not be possible to bring the loan down to 50 per cent within two years as proposed by the government.

Shops under JJ Flyover                                                     
The government has decided to offer 2,000 sq.m of  space under the JJ Flyover for commercial use. The approach road at the Crawford Market end is  the area selected to accommodate 84 shops and 60 stalls. The state Minister for Public Works, Vikramsinh Patankar announced that the flyover will be open to motorists by April 30.

Oberoi tops survey                                              
Asiamoney has voted the Oberoi chain of hotels as the most popular place to stay in India. In this recent poll  of Asian business travelers, the Oberoi chain has been voted the best in three out of four cities-Mumbai, Bangalore, New Delhi and Kolkata, Kolkata is the only Indian city where it was ranked second, after the Taj Bengal.

Rs. 6 increase in cement
Some of the leading cement manufacturers like Larsen & Toubro, Gujarat Ambuja Cements and ACC have increased cement prices in Mumbai by Rs. 6 per bag, following a sharp slide in realizations.This has resulted in the increase of wholesale cement prices to Rs 142-146 per bag, and the increase of retail prices to Rs 156-160 per bag.

Cement dispatches increase
Cement dispatches for the month of February 2002 have increased by 19.3 per cent to 8.8 m tones, during the previous year. The industry output has also increased from 7.3 m tones to 8.9 m tones during the period.

Gujarat Ambuja dividend                                                
The board of directors of Gujarat Ambuja Cements Limited has declared an interim dividend of 40 per cent resulting in a total of outgo of Rs 620 million for 2001-2002. The company has also stated that the cement dispatches increased by 22 per cent during February as against the same period in the corresponding period in the previous year.

Penalty for pre-payment
The National Housing Bank (NHB) has informed housing finance companies that there will be no pre-payment of refinance taken by them without a penalty. A substantial number of customers have been pre-paying their existing home loans since the interest rates have dipped as low as 10.5 per cent in certain cases.
